This post may be a little inane; since I don't know too much about the mechanics as yet, so I hope you'll all forgive me if I speak out my arse. However, I think some of the ideas would be good nonetheless. And since most of this blog seems to be going nowhere without any progress, I'll add my iskies worth.
Legally speaking, sec ratings of pirates can be attributed to their general success as a PvPer. The lower the sec the bigger the criminal. If you want to choose the road of a pirate, this is generally the way things go.
However, (and this part addresses CCP – or CONCORD) their negligence is appalling. The fact that known criminals have open and free access to so called "Empire Space" (and the benefits it offers) is kind of a Pandora's box of ironies. Do such criminals run around free and easy in the UK? The US? Any law abiding nation in fact? Known criminals? Criminals with records? And the police sit back and have the gall to say: "Oh, well he's not a BIG enough criminal to bother with."??? Yeah, I can the police commissioner being replaced pretty damn quickly.
The problem of piracy does not originate in sec hits for those carebares that want to take pot shots at pirate's scurfing the systems. That's just being a vigilante with a hard on for PvP, not a law-abiding citizen you're so keen on being.
Nor does the problem lie in the insurance scams/policies. If this is an exploit it's done fair and square according to game schematics. (Perhaps tighter insurance controls should be in place to ensure scams are reduced.)
The problem with PvP is CONCORD itself. That they diligently and negligently allow known criminals into their so-called "protected alliance" is both a violation of all carebare's right to a criminal free environment. That they do absolutely nothing about it is insulting.
Time to take the gloves off.
Perhaps CONCORD should take more responsibility and establish proper police measures that bring known criminals to justice? How about "imprisonment" for being caught in security areas of +0.5? Yeah that'd be a good one. 1 day suspended character development per negative sec rating? Yeah that sounds sweet. Suspension of all trade accounts into and out of Empire? I bet that one will hurt. How about the permanent confiscation of ship and mods with the forced removal of all implants? Whoo haaa! Come Mutha faker come.
Crime doesn't pay – let CONCORD teach that lesson proper and good. You want to play hardball? Play it right. You want to be lawless and violent, go do it elsewhere not Empire. We hear all the time of CONCORD and (fill race name here) security doing stuff to protect their space, like catching the murderers of some backwater Caldari scientist for example. But we all know the lies. When it comes to PvP and such Corps that actively promote and sow the seeds of violence, CONCORD keeps its tail between its legs and shuts the fu** up.
Now all security systems, police forces and whatnot have their strengths and of-course their weaknesses. You want an iskie sink? Here's one. Bribery. PvP in high sec areas your thing? See if you can bribe officials to go scurfing for suckers. Whoo haa, now we're opening a ballpark of potentials. Rogue security agents, bad cops, corrupt officials. This sounds so groovy-babyish it's almost making me wet thinking about it.
Wouldn't that just be the bestest? See that 15 barge-mining op in 0.8 sec doing its thing? Yeah sitting nice and pretty without a carebares' concern except for the occasional rat-tat-iskie deposit? Not no more. Didn't I just pay xxx_iskies for 30 minutes uninterrupted free-for-me-splatter time? Didn't I just invest in a risky business deal to have CONCORD look the other way for half an hour?
Crime has its benefits – otherwise there wouldn't be criminals. How about introducing specialized skills for criminals only? Access to illegal doings? Insight into market deals before they happen? Ties to governments? Come on folks, be creative. Yeah, you wanna sell them holo-reels or blue pills? Get the right sec status first.
I know I'm ranting… but this is where the flaws lie. Eve is the future's depiction of the Wild West, where the rule of the fastest gun wins. Carebares can draw first, they just can't touch the trigger without CONCORD coffinating them for their efforts in trying to keep the streets clean.
The bandits got the upper hand. So long as their sec rating isn't bad bad, they can travel wherever they want – no fear from carebares or CONCORD. It doesn't work the other way around tho.
To sum up, CONCORD, do the thing you were designed to do, protect and serve! CCP bring in that delicious element of vice that can lead to all things nice.
